txfonts has bold ttfonts. If you just want set the tt font to be txtt,
just invoke :
\renewcommand{\ttdefault}{txtt}
Example :
\documentclass{article}
\usepackage{alltt}
\renewcommand{\ttdefault}{txtt}
\begin{document}
\begin{alltt}
hello \textbf{hello}
\end{alltt}
\end{document}
